The anchor does not dig into the sand, so it can't be heavy. I guess it is a plastic toy, filled with water for weight, and it's leaking! In a few minutes she can walk to a bar nearby and ask "Theethe, han u hethph me?".

an adventure
My initial thought when i saw this, was she could roll on her side and grasp the anchor with difficulty. She would find shelter in the caves or local residences, used to seeing girls in such a predicament. Also power trips inc would spark her memory of that contract she sign, the logo on top for extreme adventures at her high end resort village. Also the anchor makes a nice leash for a girl that loves to run off and be chased, the nonpermanent padlock makes the fun possible from time to time.

A possible story behind
The only logical reason I see for dropping her this way, was for someone else to pick her up. Someone already on the island, or someone soon to arrive there. She could be a payment for someone that have trouble with a mafia. The storm has not come yet, but with it upcoming, the risk for anyone intercepting the "transfer" would be less. The poor girl would not be very difficult to handle for those picking her up, probably she would feel lucky.

Well, who is to say she's on a desert isle? She's on a "remote rocky inlet" -- heck, I know plenty of nude beaches near public beaches that count as "remote rocky inlets", just because they're a bit out of the way.
For all we know there's a block of keys next to her, just off screen, waiting for someone to happen upon her and let her out. Or the mysterious kidnappers could have known someone specific lives nearby -- maybe she's the retirement gift to some salty sea dog who has taken up residence in a cabin just out of view.

Horrible but Not Hopeless
I sort of agree with some of the latest negative comments to this picture as I myself don't like the fatal stuff.
Neither do I like empathizing with a story's evil bastards. That's why I prefer them to be just nameless goons.

It doesn't seem as "saw like" as it first appears. To wit, note that all of her restraints have standard padlocks holding them together.
While she cannot move herself right now without some effort, anyone who happens upon her will be able to help her out (simply lift her anchor and she can walk), and most padlocks aren't going to stand up to a locksmith -- or even most boat crews.
