Maybe at the end of the match the straps all retract, binding her tight and making it easier for her captors to stuff her back into the gladiator pens.

Maybe its used for gladiatorial "games" ala Ultimate Surrender and its gay equivalent? Thus its supposed to look pretty but doesn't have to have too much protection.
