I would imagine, if the glue were highly magical, they could shift positions but not get rid of it. It would most likely just change where it was on their body, possibly attaching something else. Every shift might leave them stuck in a new position. Worst case scenario(or best), a shift exposes some glue, allowing to accidentally stick to something that can't shift

Shapeshifting
They have shapeshifting magic, I imagine, like most high fantasy planets -- So worse comes to worse, they simply shapeshift into another form, then shapeshift back with their hands unstuck. Simple -- if a bit expensive.

The Glue
Yes, as Grigbertz pointed out, the glue is quite permanent. Since it is a magic universe, there *are* some pretty drastic measures that can be used, like using a spell to steal somebody else's body, or amputation and magic regrowth of body parts. But these "solutions" tend to be painful, evil, or icky, and since the Satyrs love to keep and take care of girls like these(some have quite the collection!), that would be a "solution" almost unheard of. For these girls its a way to be more desirable and even more loved. /Tuft, Gamemaster for the Chain Girls.
