Levels below 20 or so are rumored to be an uninhabited hell. Urban Legend places the home of various demons and monsters here, while information indicates that it is the power and sewage areas of the city, and the YeastFarms where all the food of the city is grown. In any case, few people claim to have been down here, and even fewer are believed.
