Dark City

Level 51 lies just above the slum of the lower levels. Enough wealth trickles down from above to make life comfortable for some people and tempt the less fortunate to come and try to make their luck here.

It's close enough to the slumlevels to attract hopefuls who either become victims or victimizers. Others are fallen from the Higher Levels who mourn the lost status and dream of the day when they will return.
