Usually founded by a charismatic leader and dying when the leader dies, some of these gangs are actually hierarchies that have survied for generations.
Many Cult Gangs branch out into other areas, where they can be very effective due to the coherency produced by the cult. Some are actually Coven Gangs, with real supernatural power.
